Half of his career was devoted to Russia\, including: Director of the Soviet Union Division (1988~91)\,\nDirector-General of the Treaties Bureau (1998-99)\, Director-General of the European Bureau (1999~2001)\, three times serving at the Japanese Embassy in Moscow\, altogether for eight years and a half. His monthly column\, “Black Eye”\, for The Japan Times\, raises awareness of issues related to “blackness” in Japan\, and profiles people of African descent from around the globe living in Japan . \nIn 2015\, Baye spearheaded a successful petition to protest the airing of a blackface minstrel show on Japanese TV\, and since has become the voice of people of African descent all over Asia. His writing and activism has garnered global attention\, and has been featured or discussed in The New York Times\, on\nBBC\, CNN\, Washington Post\, Wall Street Journal\, Huffington Post\, USA Today\, Yahoo!
