Half of his career was devoted to Russia\, including: Director of the Soviet Union Division (1988~91)\,\nDirector-General of the Treaties Bureau (1998-99)\, Director-General of the European Bureau (1999~2001)\, three times serving at the Japanese Embassy in Moscow\, altogether for eight years and a half.
