10月のVital Japanには、東郷和彦さんを初めてスピーカーにお迎えします。
東郷さんは、外務省にて外交の第一線で長年ご活躍。条約局長、欧亜局長、駐オランダ大使等、要職を歴任されました。
なかでもソ連・ロシア関係では、在モスクワ大使館で３回、合計8年半勤務され、北方領土交渉にも深く関わられたことは、有名なご著書『北方領土交渉秘録』でも明かされています。

また、教育者としても世界の多数の大学で教鞭を取られ、日本でもグローバルな人材の育成に力を注いでいらっしゃいます。

今回のセッションでは、現時点での日本の外交全般について考えてみたいと思います。特に米中対立の中でどう舵取りすべきか、安倍外交の7年の成果、そしてその積み残した課題（ロシア・北朝鮮・韓国等）について、スピーカーからプレゼンいただき、参加者ともグループディスカッションや全体での討論などを交えて意見交換します。

東郷和彦さんのお話を踏まえ、参加者でのグループディスカッション、さらには全体での議論を盛り込んだinteractiveなworkshop。

東郷和彦さん Dr. Kazuhiko Togo
京都産業大学教授・同大学世界問題研究所所長

1968年、東京大学教養学部（国際関係論）卒業後、外務省に入省。欧亜局ソ連邦課長、条約局長、欧亜局長、駐オランダ大使などを歴任。この間在モスクワ大使館では三回、合計8年半勤務。2002年に退官。

以後ライデン大学、プリンストン大学、淡江大学（台湾）、カルフォルニア大学サンタ・バーバラ校、ソウル国立大学GSIS、テンプル大学日本キャンパスなどで教鞭をとる。2009年ライデン大学で人文博士。
2010年より現職。2011年より静岡県対外関係補佐官を兼務。

著書は、（日本語）『北方領土交渉秘録』（新潮社2007・2011）、
編著『日本発の世界思想：哲学・公共・外交』（藤原書店2017）など。

Please join us for an interactive workshop on Japan’s foreing and security policy under Abe administration with Dr.Kazuhiko Togo, Professor and Director of the Institute for World Affairs, Kyoto Sangyo University.
There will be group discussions and Q&A throughout the session.

Speaker’s Profile
Kazuhiko Togo, (Ph.D. 2009, Leiden University) is Professor and Director of the Institute for World Affairs, Kyoto Sangyo University since 2010.  He is concurrently appointed as Advisor for External Relations for the Shizuoka Prefecture
since 2011.

He graduated Tokyo University, Faculty of International Relations in 1968 and since then served in the Japanese Foreign Ministry. Half of his career was devoted to Russia, including: Director of the Soviet Union Division (1988~91),
Director-General of the Treaties Bureau (1998-99), Director-General of the European Bureau (1999~2001), three times serving at the Japanese Embassy in Moscow, altogether for eight years and a half. He retired in 2002 as Ambassador to the Netherlands.

Since then, he taught at universities abroad, including Leiden University, Princeton University, Tamkang University in Taiwan, University of California Santa Barbara, Seoul National University GSIS and also, Temple University Japan
Campus.

His recent publication in English includes “Japan’s Foreign Policy 1945-2009（2010）”; “(co-editor) East Asia’s Haunted Present: Historical Memories and the Resurgence of Nationalism (2008)”; “(editor) Japan and Reconciliation in
Post-war Asia: The Murayama Statement and its Implications (2013)”;“(co-editor) Building Confidence in East Asia: Maritime Conflicts, Interdependence and Asian Identity Thinking (2015)”.
